EXECUTIVE SUMMARY
The City of Hoover is proposing the reallocation of $$84,837.30 in its Community Development Block Grant Program to increase the funding of activity 193, Shades Mountain Playground and Park. The reallocation will entail funding changes in Program Years 2004, 2006 and 2007.

The City had overdrawn funds in the amount of $725 for this activity, which was subsequently reversed by HUD and shown on PR02 as uncommitted funds in B-07-MC-010012.

2006 – Activity 189 – Rocky Ridge Road Sidewalks – 03L Public Facilities

This project is complete. Funds remaining and available for reallocation amount to $10,546.

2006 – Activity 184 – Administration
This activity is complete. Funds remaining at end of the 2006 plan year amount to $3,566.30.

2007 – Activity 196 – Administration
The City had allocated a total of $55,000 to this activity in its original 2007 Action Plan and now finds that it is conducting most administrative functions in-house, enabling it to reallocate a portion of these funds to other activities.

$163,942 was budgeted for this activity and it now appears that we will finish the project well under budget. Therefore, a part of this funding is being reallocated from this project to other eligible activities.

The Shades Mountain Park & Playground is an activity that began during PY 2006 with the acquisition of property for a neighbor park and playground. During PY 2007 construction is taking place. The transfer of funds into this project is to cover the higher than anticipated construction costs.

A public hearing on these reallocations was held at Hoover City Hall on April 15, 2008, following publication of the required notice in the Hoover Section of the Birmingham News on March 26, 2008. The post-hearing notice of the proposed changes was published on May 21, 2008.
