Animal Control Fines
Running at Large - Section 4-21 of the Municipal Code of the City of Hoover Alabama states:
  1. "It shall be unlawful for the owner or person in charge of an animal except cats and fowl to cause or permit such animal to run at large or be upon a street, sidewalk, thoroughfare or public place within the city or its police jurisdiction, unless such animal is attached to a leash in the hands of said owner or person in charge of said animal."

  2. "The owner of a dog, and any other person or persons in custody or control thereof, shall cause to be removed any solid body excretions deposited by said dog on any property not owned by or in possession of the dog owner or the person or persons in custody and control of said dog at the time of said deposit."

Vicious Animals - Section 4-19 of the Municipal Code of the City of Hoover, Alabama, states:

"It shall be unlawful for any person to harbor or keep at any place or on any premises within the city and the police jurisdiction, thereof, a vicious animal unless the same is securely confined, muzzled and bound in such a manner as to prevent such animal from biting or attacking a person or other animal. It shall be prima facie evidence that an animal is a vicious animal if it shall bite or fiercely attack any person or any other animal, such person or other animal at the time of said biting or attack not being on the owner's premises."

Vaccination Required - Section 4-17 of the Municipal Code of the City of Hoover, Alabama, states:

"It shall be unlawful for any person to posses, keep or harbor in the city or the police jurisdiction thereof any animal which has not been vaccinated as provided in section 4-18 hereof within the proceeding twelve (12) months."

Section 4-18 of the Municipal Code of the City of Hoover Alabama Reads:

"In order to be sufficient under this article, vaccination shall be accomplished by a veterinarian dul licensed as such by the state board duly authorized therefor, or shall be accomplished by a rabies inspecvtor or deputy rabies inspector appointed pursuant to Code of Ala. 1975, section 3-7-10, as amended by Act No. 701 of the 1975 Legislature. Such Vaccination shall be evidenced by a tag attached to such animal showing that such animal has been vaccinated for rabies as required by the laws of the state within the preceding twelve (12) months."

 Barking Dog - Section 4-20 of the Municipal Code of the City of Hoover Alabama states:

"It shall be unlawful for any person to confine, harbor or keep at any place or on any premises within the city and the police jurisdiction thereof, any animal which habitually, continuously or intermittently makes or emits sounds or noises of such volume, nature or extent as to be a public nuisance by reason of being obnoxious or annoying to the ordinary persons in that neighborhood."

Definitions as used in these ordinances:

Animal - shall mean all members of the canine family three (3) [or more] months of age, all members of the feline family three (3) [or more] months of age, and all pets of exotic wildlife such as skunks, raccoons, ocelots, foxes and other domestic animals that are capable of having and transmitting rabies and for which the vaccines are recommended.

 City pound or rabies control center - shall mean the place or places so designaged by the City of Hoover, or by the Jefferson or Shelby County Board of Health, or such other person, firm, corporation, organization or agency with whom the city may contract for the maintenance or operation of said city pound or pounds whether such city pound or pounds are located within the limits of the City of Hoover or elsewhere in Jefferson or Shelby County, Alabama.

 Run at large - shall include all times and places when the animal is not confined or enclosed within a wall, fence or other enclosure on the premises of the owner or person in charge in such manner as to prevent effectively its escape, or is not attached to a leash in the hands of said owner or person in charge.

Interference with Animal Control Officer

This is a court required offense. You must appear in court on a prescribed court date.

Vicious Animal

This is a court required offense. You must appear in court on a prescribed court date.
