Court Referral Officers are a key ingredient in the enforcement of the Alabama Mandatory Treatment Act of 1990. This act orders all drug and alcohol offenders into the Court Referral Program to receive education, treatment, monitoring, and drug testing, depending on the severity of the individual situation. Operating under the jurisdiction of the Alabama Administrative Office of the Courts, the court referral officer provides a thorough evaluation and makes individualized recommendations to the Municipal Court Judge for each offender. This information ensures court placement of each defendant into the most appropriate intervention to supplement traditional judicial decisions. The City of Hoover Court Referral Officer works specifically with the Hoover Municipal Court, although transfers to/from other jurisdictions are accepted. Each offender is referred to appropriate interventions, monitored monthly to insure compliance, drug tested randomly, and the court is informed of any violations and/or completions. The Hoover Municipal Court Referral Program will accept out-of-state transfers. Defendants from outside of the State of Alabama must meet minimum requirements in addition to the state requirements in which the offense occurred since all state requirements are not the same. The CRO will then place the Defendant into one of the program levels listed below. (Note: All drug cases will start out at a minimum of Level II.) Evaluation Fee: $75 | LEVEL I Level I consists of 12 hours of education from a state-certified court referral education program. The defendant must complete three months of monitoring and drug testing. One time fee for Level I Educational Classes: $145 (This fee does not include Monitoring and Drug Testing) | LEVEL II Level II consists of 24 hours of education from a state-certified court referral education program. The defendant must complete a minimum of four hours of self-help meetings, to be determined by the court referral officer. The defendant must also complete six months of monitoring and drug testing. One time fee for Level II Educational Classes: $295 (This fee does not include Monitoring and Drug Testing) | LEVEL III Level III consists of a treatment assessment, which must be completed by a master’s or doctor’s level psychologist or an LPC certified by the State Mental Health Department. The fee for the assessment depends on the psychologist and the facility. The defendant must comply with whatever treatment is required by the assessment, be it inpatient or outpatient. These defendants must also complete 12 months of monitoring and drug testing. In addition, the defendant must complete a minimum of 16 self-help meetings (AA, NA, etc.). Assessment Fee: From $75 to $200 depending on the assessment facility. Treatment Fees: (Depends the treatment facility) (This fee does not include Monitoring and Drug Testing) | Additional Information Monitoring: All defendants in the Court Referral Program will be required to report to the CRO’s office once a month for Monitoring. Monitoring Fee: $30 (per month) Drug Testing: All defendants in the Court Referral Program will be required to submit to a drug test upon being ordered by the CRO. Drug Testing Fee: $20 (per test) Rescheduling: A defendant will be allowed to reschedule his/her appointment at the discretion of the CRO.
