Mission Statement The mission of the City of Hoover’s Animal Control Department is to serve and protect the animals and their coexistence with the public at large. Our desire is to provide a safe harbor for neglected or abused animals, educate the general public regarding the care of animals, and enforce state and local laws within our jurisdiction. The City of Hoover is a progressive City that continually seeks to improve the standard of living for its citizens, which includes all living creatures whether human or animal.
