Community Development Block Grant (CDBG) Program

The Community Development Block Grant (CDBG) Program is a federally funded program which provides grants to qualified entitlement communities to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities and services. 

Entitlement communities develop their own programs and funding priorities and consult with local residents before making final decisions on how the funding will be used.  All CDBG activities must meet one of the following national objectives:  benefit low- and moderate-income persons; aid in the prevention or elimination of slums and blight; or meet certain community development needs having a particular urgency. 

Presented here are the narrative portion of the Consolidated Plan including the entire contents of the 2007 Action Plan and the proposed revision of the Citizens Participation Plan.  Questions about the program or these plans should be sent to the City, and addressed to:
